On, Monday, Aug. 19, the 果冻传媒app ISD Board of Trustees voted to place a tax rate election on the Nov. 5 ballot. It will appear on the ballot as Prop A. Prop A gives the community the option to vote for increased funding to pay for teacher and staff raises and additional support positions for campuses. If approved, 果冻传媒app ISD would gain an estimated $41M in funding annually. 果冻传媒app ISD plans to spend about $17.8 million on a compensation plan that includes market adjustments for most teachers and staff with the highest increases going to our most experienced teachers.

Efficiency Audit Report
Texas Education Code, Section 11.184, requires the board of trustees of a school district to conduct an efficiency audit before seeking voter approval to adopt a tax rate for the maintenance and operations (M&O) of the district. Statute defines an efficiency audit as an investigation of the operations of a school district to examine fiscal management, efficiency and utilization of resources.
The Legislative Budget Board provides guidelines that govern what must be included in a district鈥檚 efficiency audit.

What is Prop A?
Prop A is a board-approved special tax rate election asking voters to approve an increase to the maintenance and operations tax rate to increase funding for 果冻传媒app ISD.
Why is 果冻传媒app ISD asking voters to consider approving Prop A?
The 果冻传媒app ISD Board of Trustees voted to put Prop A on the November ballot to raise funding for 果冻传媒app ISD鈥檚 schools and students in the face of a $92M budget deficit for the 2024鈥25 school year. Over the last six years, funding for educational expenses 鈥 such as salaries, utilities, fuel, insurance and other expenses 鈥 has not kept up with inflation. Despite Texas鈥檚 $33B budget surplus, virtually no additional per-student funding was approved during the last 88th Legislative Session. 果冻传媒app ISD has also seen new state mandates without sufficient funding, such as legal requirements for school resource officers at every campus and accelerated instruction for students.
If 果冻传媒app voters were to approve Prop A, 果冻传媒app ISD would receive additional funding to provide competitive salaries for teachers and staff while reducing our deficit.

How does 果冻传媒app ISD plan to use the additional $41M?
果冻传媒app ISD plans to spend about $17.8 million on a that includes market adjustments to increase pay for most teachers and staff.
$3.2 million would be spent on additional support directly to campuses. This includes Instructional Coaches, Content Interventionists, Special Education support and Mental Health support.
About $20 million would be used to offset current costs to replenish our savings and reduce our deficit.
How much money would Prop A generate?
Prop A would bring about $171 million in new revenue to 果冻传媒app ISD. 果冻传媒app ISD would keep about $41M and the remainder would be subject to recapture by the state.
How would Prop A affect the district鈥檚 tax rate?
The tax rate would increase by $0.091, which means an additional 9.1 cents per $100 of a property鈥檚 taxable value. The rate would go from $0.8595 to $0.9505.
How would Prop A affect the average homeowner鈥檚 school taxes?
If approved, a homeowner of an average value home in 果冻传媒app would see a monthly increase of about $34 in 果冻传媒app ISD property taxes, or roughly $412 per year.

How would Prop A affect taxpayers who are over 65 or disabled?
Property taxes for residents 65 years or older 鈥 or those who are disabled 鈥 are not affected by a rate increase if they have an Over 65 Homestead Exemption and make no significant improvements to their homes.
How is this different from a Bond Election?
Bond elections, such as the recently successful 2022 Bond in 果冻传媒app ISD, allow school districts to sell bonds to investors to raise money for capital purchases, such as modernizing buildings and replacing facility infrastructure, HVAC systems, vehicles, and technology. Bond funds cannot be used on operating costs, such as salaries, programs, or even utility payments and insurance.
A bond affects the Interest & Sinking (I&S) portion of the tax rate. Currently, 果冻传媒app ISD has a $0.123 I&S rate, the lowest in central Texas. You can learn about the 果冻传媒app ISD Bond, and the investments being made in our local schools at
Prop A would raise money that can be used for maintenance and operations (M&O) and is the only way for the district to have discretion on the funding used for our students and schools.
Is the end of federal COVID-19 relief funding through the Elementary and Secondary School Emergency Relief (ESSER) impacting the deficit?
No. 果冻传媒app ISD planned for the use and anticipated end of ESSER funds. We used ESSER funds for supplemental summer programs, one-time staff retention incentives, post-COVID crisis care, community outreach and technology upgrades. Only a select few temporary staff positions were funded by ESSER to support short-term projects.
What other districts have passed a tax rate election?
Locally, Round Rock ISD, Leander ISD, Pflugerville ISD, Lockhart ISD, Lake Travis ISD, and Eanes ISD have passed tax rate elections in the past six years to help provide additional funds to the district.
Why are so many districts across Texas facing deficit budgets?
Rising prices, the need to compensate staff and lower attendance rates post-pandemic, all play a role in school funding. Since 2019, there has been no increase to the basic allotment 鈥 currently $6,160 per student 鈥 which is the amount the state allots for each student in a district. According to data released by the state鈥檚 Legislative Budget Board (LBB), in 2022, per-student spending in Texas has decreased by $590 in inflation-adjusted dollars over 10 years. The LBB reported that the state share of public education has decreased over the years, while the percentage of local spending has increased.
There has also been an increase in recapture paid to the state by school districts considered to be property wealthy, and 果冻传媒app ISD is the largest payer. The state uses these recapture dollars to help balance the rest of the state budget.
The indicates that these per-pupil dollars include funding that is not provided to school districts nor affects the classroom, including funds to pay down local property taxes and investments in the Teacher Retirement System insurance program, which 果冻传媒app ISD is not a member.
How does the state use the recapture payments?
When a school district collects more revenue from property taxes, under the state finance formula those excess dollars are recaptured. Recapture dollars are intended to help fund less wealthy districts, but currently the funding brought in through recapture helps supplant the required funding from the State for education.
According to the , when the state collects more local property tax dollars for state use through recapture, dollars that would otherwise be spent on education are reduced, allowing the state to spend more General Revenue dollars on other priorities instead. In other words, when districts with high property wealth per student pay more in recapture, districts with less property wealth do not benefit by receiving more funding. What does this mean for 果冻传媒app ISD鈥檚 Recapture payments?
If Prop A were to pass, 果冻传媒app ISD would be estimated to pay about $821 million in recapture to the State. This is about 51% of the District鈥檚 total budget, compared to the current 49%.

What is included in the compensation plan?
The compensation plan includes $17.3 million for market adjustments to teacher and staff pay. The plan would also provide about $500,000 to ensure all classified staff receive a minimum increase of at least $0.25/hour.
When would staff receive a pay increase?
If Prop A were to pass, staff would see an increase in December.
Would the increased compensation be paid retroactively?
Yes. If Prop A is approved, the pay would be retroactive to the staff member鈥檚 first day of work in the 2024鈥25 school year. This retroactive pay would be included in December.
Will the retroactive pay be considered for TRS?
Yes, the retro pay will be included for TRS purposes.
Will the staff pay increases amount to more than the increased property taxes?
The majority of staff will experience a gross pay increase that exceeds the increased property tax burden of $412/year on the median value home of $540k if voters approve prop, A. That being said, approximately 15% of staff would not see a pay increase and some staff would see a pay increase that is less than the tax burden on a median value home. Keep in mind, we do not have specific data on which staff own homes in 果冻传媒app or what the taxable value of those homes are, though we do have survey data collected as part of our site repurposing process in an effort to make more accessible housing in 果冻传媒app available to 果冻传媒app ISD staff.
At a high level, we can say that first year teachers would receive a 0.86% pay increase on average. When applied to an entry-level salary of $55,844, that comes to a gross pay increase of $480 per year.
Classified staff would receive a minimum of $0.25/hour increase. For a full-time, year-round employee, that comes to a gross increase of approximately $510/year.
If you apply the average pay increase of 8.32% for teachers/librarians with 22 years of experience to the average teacher salary of $61,319, the gross pay increase would be approximately $5,102 per year.
Roughly 500 employees who would not see a pay increase are Central Office professionals and administrators who are currently in some of the highest pay bands on the scale.
If teachers receive increased compensation through PPfT, how does that factor into the potential pay raises?
The percentage increases are applied to base pay. This means that any PPfT compensation is taken off the top, the percentage is applied to the base pay and then any accrued PPfT compensation is added back on top for the final compensation.
Why are the percentages listed on the Pay Scale document averages?
Prop A funding will be used to provide market adjustments across district pay scales. Eligible staff will see individual increases based on their position and years of service relative to others in their pay grade.
Any time we apply market adjustments, we also update the pay bands in an effort to prevent overlap. Historically, updates to the pay bands have typically led to quicker increases to the pay scale compared to the board-approved raises more tenured employees have accumulated. This means that if you have been with the district for a long time, you may see a larger pay increase than someone in a similar position with the same years of experience who joined the district more recently.
Where can I find out if my current position would qualify for market adjustments?
At this time, information about possible individual increases are projections. We will release individual rates in the event that voters approve Prop A.
Why aren鈥檛 teachers with more than 29 years of experience listed on the pay scale? Will they see a pay increase if voters approve Prop A?
Any teacher with 29+ years of experience whose salary is below market rate will receive a market rate increase if prop A is approved by voters. Many teachers with 29+ years of experience have salaries that are above market rate and therefore do not qualify for market adjustments. A little over half of the teachers with 29+ years of experience are slightly under market rate and would be adjusted up to market if voters approve prop A.
At this time, information about possible individual increases are projections. We will continue working with our board and Education 果冻传媒app to refine the proposal to maximize the benefit to our staff.
It looks like some of the pay bands have changed. How do I know what my new pay band is?
First, reference the Pay Plan flier to find your current position and see what your new pay grade is. You鈥檒l then need to cross reference that pay grade with the Pay Scale flier to see the average pay increase someone in your position stands to receive if voters approve Prop A.
If voters approve Prop A, when will I find out what the actual change will be in my pay?
At this time, the pay plan is still a proposal. If voters approve Prop A, all employees will receive communication from Talent Strategy regarding any pay adjustments by December. Any increases would be seen on the December paycheck retroactive to their start date in 2024.
Why is 果冻传媒app ISD prioritizing market adjustments?
Offering competitive salaries is a large contributor to our ability to attract and retain highly-qualified teachers and staff. For example, currently, the entry-level salary for a first year teacher is relatively competitive in comparison to our neighboring districts; however, as teachers gain experience, our compensation becomes less competitive, which makes it difficult for us to retain our most experienced teachers. Market adjustments would address this issue by providing the greatest salary increases to our most experienced teachers.
What will happen to compensation if voters do not approve a Prop A?
If voters do not approve Prop A, the compensation agreement states that all active, regular employees in a full-time position would receive a one-time incentive payment of $500.
- Active, regular employees who are less than full-time but benefits-eligible will receive a one-time incentive payment of $250.
- The payments would be made in December.
- Qualifying employees must be in active status as of December 1, 2024 to receive payment.
This reflects an investment of $5.5M.
What is included in the 果冻传媒app ISD tax rate?
The 果冻传媒app ISD tax rate is made up of two parts, Maintenance and Operations (M&O) and Interest and Sinking (I&S). The M&O provides funding for the daily operations of the district including payroll, supplies, materials, contracted services and other general expenses. The I&S is used to pay for voter-approved bond programs that fund new construction, technology and vehicles.
The M&O rate is made up of three parts. The first, Tier 1, is the basic amount of funding for each district. This is based primarily on student attendance and the specific needs of each district鈥檚 student population.
The second part is Tier 2 鈥済olden鈥 pennies. Currently 果冻传媒app ISD has 0.079 golden pennies, and Prop A would add the remaining 0.001 allowed under current law. This is considered enrichment funding and is not subject to recapture, so 果冻传媒app ISD keeps all the money generated from golden pennies.
The last part is Tier 2 鈥渃opper鈥 pennies. 果冻传媒app ISD is requesting the maximum amount of nine (9) additional copper pennies. This is also considered enrichment funding, but any amount generated over a certain amount is subject to recapture by the state.
The state uses a tool called 鈥渃ompression鈥 to lower Tier 1 rates of M&O. This provides tax relief to property owners when property values increase. In future years, our tax rate may continue to decrease due to compression.

How does 果冻传媒app's ISD tax rate compare to that of other central Texas and urban districts?
Currently, 果冻传媒app ISD has the lowest overall tax rate for school districts in central Texas and for urban districts. If the tax rate election were to pass, 果冻传媒app ISD would still be among the lowest.

果冻传媒app ISD has remained committed to maintaining a lower tax rate than the state allows. Our tax rate has decreased steadily over the last several years due to the state鈥檚 鈥渃ompression鈥 plan that provides additional relief to taxpayers.

El M&O proporciona fondos para las operaciones cotidianas del distrito, incluyendo n贸minas, suministros, materiales, servicios contratados y otros gastos generales. El I&S se utiliza para pagar los programas de bonos aprobados por los votantes que costean nuevas construcciones, tecnolog铆a y veh铆culos.
La tasa M&O se compone de tres partes. La primera, el nivel 1, es la cantidad b谩sica de financiamiento para cada distrito. Se basa principalmente en la asistencia escolar de los estudiantes y en las necesidades espec铆ficas de la poblaci贸n estudiantil de cada distrito.
